I believe it. Unfortunately, there's a long and shameful history of all kinds of nonhuman animals, wild and domesticated, being exploited to do the dirty work of humans in espionage and war, since the very beginning of so-called civilization. At least soldiers and spies have a choice in the matter and know what they're getting into. Nonhuman animals don't.
